Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:

Printed and electronic communication (e.g., letters, memos, faxes, e-mail messages), between Office of the Mayor and Seattle Police Department regarding Occupy Seattle, between September 30, 2011, and October 23, 2011, along with associated metadata.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Please clarify what you mean by metadata. I am interpreting this to be full headers to include: To, From, CC’s, Subject, Date, Time, and Attachments. You have asked that the date range for this record search be September 30, 2011 through October 23, 2011. I anticipate that that it will take 4-5 weeks to locate any responsive records and review them for potential exemptions to disclosure. If I am able to provide records in Installments, sooner, I will do so. I will contact you on or about December 6, 2011, to let you know when disclosable records may be available.

By metadata I mean data about the data. For an electronic document created by word processing software, this is the data about the document that is not typically printed along with the finished product: filename, author, other contributors, modification dates, editing notes, etc.

On December 13, 2011, Jennifer Cramer wrote, "Will you please let me know which is the proper address to use when communicating with you and whether or not you received my December 9, 2011 email?" For your convenience and mine, I'm using a different e-mail address for each PRA request I place. Because of this, all of our correspondence for a particular request gets automatically organized by this nifty service, Muckrock, that I'm using. This also allows public records I receive to be automatically published for the rest of the public to benefit. For instance, if you browse to <http://www.muckrock.com/foi/view/seattle-wa/seattle-mayor-police-communication-re-occupy-seattle-sep-30-oct-23/891/> you'll see all of our correspondence about this request, which was for communication between the Mayor and police about Occupy Seattle for several weeks in October. You'll see that your December 9 message was received, but that a few days after that, you replied with a new date.

If you have suggestions for making it easier for public agencies like yours to deal with requests that come from Muckrock, I'm confident that the people who run the site would be very interested in hearing them.

One thing you could do that would likely assist everyone who requests records from your office is to provide your internal tracking number for a request when you acknowlege receipt of it so that we can provide it for you in future correspondence related to that request.
