Pursuant to the state Freedom of Information Act, G.L.M. c.4, €7, clause 26th, I hereby request the following records:
A statement of state employment by individual agency and budgetary type for each payroll period over the last ten years.
I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

So weekly, bi-weekly or monthly, depending on that agency's pay schedule.

Thanks for your response. I did receive this, but I was requesting this data broken down by pay period. This information could be pulled from the payroll software the state uses if it is not compiled separately already.

Your request for “A statement of state employment by individual agency and budgetary type for each payroll period over the last ten years.” is not a standard report and therefore not available.
This office has a quarterly payroll report that is compiled with the following headings.
Field descriptions:
• Department – 3 letter code of the department employing Employee.
• Last Name; First Name, Middle Name – Employee’s Last Name, First Name and Middle Initial
• Descr – Current Position Description for Employee, Human Resource or Department entered field
• Std Hours – Department entered standard weekly work hours, for full time usually 37.5 or 40 hours
• Annual Rate – Calculated field based on and standard hours for current year
• Earnings – Total of Earnings to the Employee for prior calendar year
• Union Code - Current Union Code info for Employee
Certain names are deleted as victims of domestic violence in accordance with G.L. Ch 66 s 10 (d) as well as human service clients or residents earning nominal wages for rehabilitation services in accordance with G.L.Ch 4 s, 7(26) (c) and HIPPA restrictions. In addition this office has determined that under the Family Educational Rights and Privacy Act (FERPA) the work records of students (undergraduate or graduate) who work for the University or other higher education college WHILE A STUDENT, are protected from disclosure of their work information (title, salary, hours, name, dept). Therefore, students paid were excluded from the based upon FERPA.
This Office provides a current quarter report with the above headings for a nominal fee for the disc. Any prior quarter reports has a charge of $300.00 per quarter.
For each non-current report requested the charge is $300.00 which will total $11,705. The payment must be made before work begins – this volume of work will take several months to complete.
