Pursuant to the Freedom of Information Act, I hereby request the following records from the 1033 Program and/or the LESO Program from the year 2000 to the present:

Justification memoranda for all Law Enforcement Agency (LEA) Armored Vehicle Requests and their corresponding request forms
Justification memoranda for all Law Enforcement Agency (LEA) Small Arms Requests and their corresponding request forms
All documents requesting a DLA Form 1928 Certificate to Register a Tactical Vehicle and these certificates
All DD Form 200 Financial Liability Investigation of Property Loss (FLIPL) forms

The requested documents will be utilized in pursuit of a PhD at Temple University. Therefore, I understand that fees will be reduced pursuant to 5 USC § 552 (a)(4)(A)(ii)(II), which the United States Court of Appeals for the DC Circuit in 2016 ruled applies to both teachers and students of educational institutions.

In the event that there are any fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
