Good afternoon Mr. Tobias, the analyst processing your request is currently on leave during the holidays. I have searched her files to determine what is causing the delay. Apparently the program office, was experiencing technical problems with another section in an effort to retrieve the documents the program office had to submit a request to OCIO to search, and (the retrieval process was out for 3 weeks due to service disruption ) they are still awaiting the records.

Respectfully

Gerry Brooks, Assistant Director
APHIS/LPA FOIA
