To Whom It May Concern:

Pursuant to the state Freedom of Information Act, G.L.M. c.66, €10, I hereby request the following records:

Please provide, in electronic tabular format, records of parking tickets from the City of Somerville dating back as far as Jan 1, 2007 or as early as your records were kept if they do not go back that far, including the following details for each ticket:

* Date and Time of Day

* Violation Description

* Officer’s Notes, if available

* Location

* Fine amount

* Amount Due

* Additional Penalties

* Ticket #

* An identifier for the car being ticketed other than the license plate #, if available.

* Officer's Badge #

* Appeal Status of Ticket

* Payment Status of Ticket

* All other recorded details in the same system that do not reveal personal identity are requested.

This request specifically excludes any personally identifying information (such as name, home address, phone, license plate #), so that no redaction reviews are anticipated. If redaction reviews are deemed necessary, please notify me of that necessity promptly with an indication about which fields would need to be reviewed.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Sincerely,

Barry Rafkind

Hi Barry.

Unfortunately, no table currently exists for what you have requested. As a=
result, the City is not required to create a record in response to your re=
quest. While no tables exist, to the extent that you are seeking documenta=
tion, the City is happy to produce documentation reflecting this informatio=
n, in accordance with all applicable public records law. =

I am working on a cost estimate to create the tables you requested, and wil=
l be in touch as soon as possible.

Thank you,
Matt Dias

Hi Barry.

Apologies for the delay in getting back to you. I appreciate your patience.

All but the following fields noted below will be available. I also have some questions for you below before providing a final estimate.

The current cost estimate to build the query, extract the data, validate the results, format and provide in electronic, tabular format until 2009 is a
pproximately $900.00. But once you provide me with the answers to the below questions, I can lock down the estimate.

Many thanks!

Matt

Hi Matt,

Since your department provided electronic records dating back to 2007 to NECIR's Joe Bergantino free of charge, why wouldn't you be able to do the same for me?

For reference, see http://www.somervillevoices.org/2010/12/05/city-finances/a-tale-of-two-public-records-requests/

Thanks,
Barry

Hi Barry.

The estimate provided below is a pass-through for cost incurred by our vendor to create and process a report specially tailored to match your specifications and criteria. Unfortunately, I cannot run this type/size of report myself, nor can anyone currently on my staff.

As always, I will continue to provide accurate and timely responses to your requests for information. Please let me know if you would like me to proceed with your records request.

Thanks,
Matt
