Pursuant to the Wisconsin Open Records Act, I hereby request the following records:

All Racine Police Department training materials and manuals for the department's use of Flock Safety's Raven audio detection technology. This request is not for any other Flock Safety product, just for its audio detection system that Racine has deployed.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

If there are no responsive documents to my request, am I to understand that the Racine Police Department does not have a manual for the departmental use of Flock Safety's ALPRs? The department has no guidelines for how officers are to use software?

Also, the department does not provide any training to its officers regarding the use of Flock Safety?

Dear requestor,

The request was specifically regarding the Flock Safety Raven audio detection technology, which has yet to be installed by the City of Racine or its employees trained on its use. Accordingly, the City of Racine has no responsive documents at this time.

Regarding ALPRs (automated license plate readers), that Flock Safety technology consists of cameras, which were explicitly excluded by the original request. ("This request is not for any other Flock Safety product, just for its audio detection system that Racine has deployed.") Accordingly, no records were provided.

To the extent that your request has been denied, this determination is subject to review by mandamus under Wis. Stat. § 19.37(1), or upon application to the Attorney General or District Attorney.
