Pursuant to the Oregon Public Records Law, I hereby request the following records:

(1) all correspondence, proposals, agreements, draft language, documents, or proposed policies that reference the following:

(2) all emails that include”@safecitypdx.com”, “@safecitypdx.org", or “@avsnext.com” as part of the email address

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Ms. Bushick:
Our office has received your request for: “(1) all correspondence, proposals, agreements, draft language, documents, or proposed policies that reference the following:

- Next-Generation Security (2) all emails that include”@safecitypdx.com”, “@safecitypdx.org", or “@avsnext.com” as part of the email address” As written, your request is extremely broad and will result in a large cost estimate to fulfill. We are unable to contact every unit or department at the university to inquire whether they hold responsive records. The office suggests that you narrow your request and identify specific proposals, contracts or documents that contain the information you seek along with the campus units that holds this information, such that any exists. Our office is unable to perform an institute-wide search for incoming and outgoing correspondence. You will need to identify individuals or departments that you believe hold responsive records. Please also provide a date range for all information you seek. Until we hear from you, your request will be put on hold and no further work will be completed. If documents exist and can be provided, the office will send the documents electronically to avoid a copy fee of 25 cents per page. The office also charges for the actual cost of making public records available. The charge includes, but is not limited to, staff costs for locating, gathering, summarizing, compiling, reviewing, tailoring or redacting the public records to respond to a request. The charge may also include the cost of time spent by an attorney in reviewing the public records, redacting material from the public records, or segregating the public records into exempt and nonexempt records.
The cost of time for each employee is calculated by multiplying the employee's hourly wage calculation (including benefits expenses) by the hours or portions thereof necessary to locate, gather, summarize, compile, tailor, review, redact, segregate, certify or attend the inspection of the public records requested. For the period of January 1, 2019 to the present, I request

(1) all agreements, draft language, or proposed policies that reference the following:

- Safe City
- Safe City PDX

- Safe City Connect

- Safe Cities Northwest

- Applied Video Solutions

- AVS 
- Next-Generation Security

(2) all emails that include ”@safecitypdx.com”, “@safecitypdx.org", or “@avsnext.com” as part of the email address and were sent to or from the following university departments:

- University of Oregon Police Department (UOPD)
- Risk Management and Insurance
- Campus Planning & Facilities Management

If you need further clarification, please let me know, and I’ll be happy to elaborate. Also, please let me know about fees prior to filling the request.

Dear Ms. Bushick: The University has searched its purchasing and contracting records in an attempt to locate contracts or agreements with the entities listed in your narrowed request, but was unsuccessful in locating records for the following vendors:

Next-Generation Security With respect to the correspondence that you have requested, please note that the offices you have identified consist of many employees. Searching all of the individual email accounts in these units would be an extremely labor intensive, and thus costly process. Given the lack of responsive purchasing or contacting records, the office believes it is highly unlikely that the departments you have listed have had any substantive correspondence with the named companies. The office is happy to discuss this matter with you further, if you wish to continue to pursue your request. However, please be advised that any further request will need to have named employees or positions for the university to affect a search. Please advise on how you wish to proceed. I agree that, if there are no relevant documents, there are likely no emails.

I'm wondering, though, if you can modify a few of the search terms I listed previously to remove spaces. For the document portion of the request, can you modify the first three items to be the following?

- SafeCity Connect
