To Whom It May Concern:

Pursuant to the Massachusetts Public Records Law, I hereby request the following records:

Any emails, including attachments, sent or received by Rob Ricchi, Brenna Sapienza, Ganesh Ramachandran between 01/01/2022 and 10/06/2022, with any or all of the following phrases:
"Southeast Regional Youth Service Center"
"Taunton"
"Jail"
"Youth Service Center"
"Detention center"

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Sincerely,

David Weimer

Public Records Request Extension Date: December 16, 2022

Dear Mr. Weimer:

We require additional time with which to identify records responsive to your recent request. We have preliminarily identified several thousand items which require review for responsiveness. While we plan to deliver responsive records in our possession on or before the Public Records Request Extension Date, circumstances may necessitate a further extension. If it appears a further extension may become necessary, you will be contacted by Christopher Guerin of this office.

Please note that by agreeing to this extension you are not waiving any of your statutory rights under the Massachusetts General Laws Chapter 66, as amended by Chapter 121 of the Acts of 2016 (the “Public Records Law”). Please also note that some or all of the document(s) you requested may not be in the possession, care and/or control of DCAMM and/or may be subject to an exemption from disclosure under the Public Records Law.

Barring the necessity for a further extension, on or before the Public Records Request Extension Date, you will receive the Public Records to which you are entitled, if any. You will also receive a written explanation regarding the document(s) that DCAMM cannot produce, if any.

If you have any questions or concerns, please don’t hesitate to contact us at (617) 727-4050 or publicrecords.dcamm@mass.gov<mailto:publicrecords.dcamm@mass.gov>. Thank you for your consideration.
Best regards,
